looking for exact quote from R. E. Lee

I heard a quote not to long ago attributed to Robert E. Lee

The quote discussed Newspaper editors criticize his tactics. His reply was something along the lines of let them lead the troops (since they were more knowledgeable) and he would edit the newspapers

“We made a great mistake in the beginning of our struggle, and I fear, in spite of all we can do, it will prove to be a fatal mistake. We appointed all our worst generals to command our armies, and all our best generals to edit the newspapers.”

This was attributed to Lee as early in print as 1886, in a speech I just read by B.H. Hill(which was originally delivered in 1874 in Georgia).
