The 6-30 “Mallard Fillmore” strip offers the following: A caption saying “Excerpt from Hillary’s next book… [Ms. President]” and the quote “I could hardly breathe…gulping for air, I started crying and yelling at North Korean President Kim Jong Il…just because he’d lied 462 other times, I couldn’t believe he’d do it again!!”
I assume the “next book” remark means this isn’t a real quote. But is Bruce Tinsley parodying some specific line from Hillary Clinton’s current book?
I don’t know if it’s a quote, but I’d say it’s a reference to the ‘shock’ she talks about when Bill admitted to her he’d fooled around with Monica Lewinsky, given that Bill’s dalliances had been public knowledge for a long time.
So Tinsley is equating Bill Clinton to Kim Jong Il. Not an official sighting of Godwin’s Law, but close.
Marley23 did an excellent job of explaining the joke, but yeah, it’s paraphrasing a direct quotation - “gulping for air” was how she described her reaction; I haven’t read the book, but that line was quoted in Newsweek Perspectives, probably because of how odd it sounds.
