What is Marcia wearing? They look like shorts to me, but some of the comments say skirt.

Some people weren’t looking closely. Those are shorts. Poofy-legged shorts, but shorts.
IMO it hangs like a skirt, I think it’s just a skirt with a little pleat in the middle that makes it look like shorts. Shorts would be a bit tighter on her body instead of flared out in a skirt shape. Edit: after seeing her turn sideways a little at the end I’m even more sure it’s a skirt, you can see a pleat pattern all around.
Shorts, I think, but perhaps a shorts-like culotte.

Definitely culottes: a short skirt that has two separate legs. That sort of style was popular in the time the show was on the air.
Nowadays, culottes tend to have long legs, but back in the early 70s, they were the length of a short skirt. They were banned in my high school as being against the dress code.

Oddly, when I Googled culottes I see a bunch of stuff that is calf-length. Nope, those aren’t culottes folks.
History proves, start messing with people’s culottes and, the next thing you know, you have a full-blown revolution on your hands.

They were called flirt skirts. A cross between shorts and a skirt. They were quite the thing back in the '70s.

I watched the show regularly because of Marcia. I must of been deaf back then.
I think she’s wearing a skort. They were popular at my high school. The girls didn’t have to worry about sitting down or having any embarrassing exposure.
Cheerleader outfits had a similar design. They can do cartwheels and other gymnastics without embarrassment.
I was a cheerleader we wore super short pleated skirts and panty covers. No culottes or or shorts. It was hard to do splits or high kicks otherwise.
