It’s actually an easy answer. The NG follows the orders of the governor unless it has been federalized; that’s what being federalized means.
That’s what one of the controversies has been. Trump wants to federalize the NG in various states, even though there are very narrow situations where he can do so, and courts have been telling him that he can’t do it without an actual emergency as opposed to something he just made up.
As I understand the current situation in Chicago, the Illinois National Guard has not been federalized. The Fat Orange Monster and gang have dispatched the Texas National Guard to the Chicago area instead. The Texas Gov, Greg Abbott is more than happy to go along with this.

Don’t you remember those are the same to this admin? Reporter = Protester = Criminal. The funny thing about that is the head of the administration is actually a convicted criminal.
I’m not sure I understand the point you are trying to make. Are you suggesting if they were reporters that means shooting at them is okay since they were only “protesters”? Surely I’m misunderstanding something but your post is confusing.
Pritzker and Mayor Johnson have been on social media telling all of us in Chicago to be sure to record anything we see. A pastor getting shot in the head with a pepper ball at a peaceful protest would seem to be worthy of recording.
Not to speak for @Czarcasm , but Noem staged an incompetent photo op at an ICE facility in Portland. She tried to claim that she was staring down at a group of antifa protesters when in actuality it was maybe a dozen or so people, peaceful protesters and some photojournalists.

Noem was trying to act like she was Aragorn standing on the wall at Helm’s Deep, when in actuality it was just a bunch of people making fun of her. Pretty sure Czarcasm was just pointing out the lie and the absurdity of the situation. At least that’s how I read it.

Sending in the military and then threatening to jail those opposed to it is, without a doubt, operating as a military dictatorship.

So, they’re their in a lawless city to guard federal buildings which have not been attacked and not to assist in alleviating some kind of emergency? And they’re from another state? Yeah, that’s really compelling. Like Hell.
