This doesn’t necessarily follow, FTR. For the characters from ROM and Micronauts, it holds, but apparently Hasbro changed their licencing terms by the time Marvel was licensing Transformers, since Marvel had to introduce characters they intended to use in Transformers, but not give to Hasbro, in other books. Thus Circuit Breaker being introduced in Secret Wars , and Death’s Head getting a one-off strip before he was put into Transformers .
(I think they had a similar deal with the BBC concerning their Doctor Who comic, but I can’t actually find reference to that. I have no idea what the deal on GI Joe was.)
Aside: A lab I graded (on electromagnetic induction) had the question “Why are there no DC transformers?”. One student wrote “Because Marvel got the comic book rights”.
My sides have just split.

I’m pretty sure I still have Micronauts #1 and R.O.M. #1 in a filing cabinet at my mother’s house.
Luckily I have a complete set of both Marvel Micronauts series and most of the ROM series.
Not sure if they are worth much financially, but I do enjoy re-reading them.

They were occasionally using Dr Demonicus long after they’d given up the Godzilla licence where that villain first appeared.
