Whether he means using local police forces, national guards, or the Army for this, he’s talking about vigorous federal leadership to police urban crime. What ever happened to the Pubs as the party of local autonomy?

There are lots of different ways to increase a police presence in an area, so I’d say whether it’s like Clinton’s 100K policemen depends on what McCain has in mind. He could mean lots more beat cops who get to know the territory, or he could mean more roadblocks, curfews, and cruisers.

By the way, are we in the middle of a crime wave? I moved out of The City a couple years ago, so I may be a bit insulated now. I know there wasn’t much to fear when I left–nor were things very bad in DC back in the late nineties to early 00s–have things changed? Of course there’s crime out there, but is there need for some sort of substantial Federal intervention? Are hot spots (i.e., Baltimore) expanding across the country?

And building walls around communities, with checkpoints and passes to let authorised residents in and out.

Not to forget The Awakening side of the Surge. Right-thinking people will be supplied with arms and money to fight the Evil-Doers locally in this plan, right?

It depends on your perspective. Plenty of people were assaulted during the Little Rock integration, but AFAIK nobody was actually killed.

On the other hand, there are at least a dozen murders in L.A. County on any given day. Some might call that equally serious, if not more so.

First of all, you should know that this 100,000 figure, which you admit was theoretical, was never met at all - the actual figure was closer to 50,000. And this may have happened anyway - police departments around the country have steadily been moving officers out of precinct houses and into the streets, putting administrative tasks in the hands of administrators and computers.

Further - the pool of money was treated by Congress as one more opportunity for pork, as it wasn’t focused toward high crime areas or inner cities. Beverly Hills and Wellesley, Massachusetts got grants - and while I’m sure they have crime problems, they wouldn’t rank highest on the list of places needing new cops or lacking local resources to hire them.

The philosophy behind local policing isn’t a bad one - but this particular program had issues - and still does.

Actually, it doesn’t - in fact, it even undermines your claim in the second sentence of your post, by saying that part was more easily said than done, even with the aid of extra Federal dollars.
