Is is true that there was a President of Mexico who hated cursive writing with a passion and abolished it during his term of office? From what I have read, Mexicans who were in school at the time period of learning cursive never learned it and to this day cannot write cursive. I personally find that cursive is totally unessential and a waste of time for children in the US. Ninety percent of the writing students will see in Middle and High school will not be in cursive.
José López Portillo, president from 1976 - 82, did issue a directive banning the teaching of connected writing in Mexican schools, though he gave no reason for it and I have no idea how much it was enforced.
