According to the story, the phonce company laid 30 miles of cable at a cost of about $700K, or nearly $50K per telephone. The entire state subsidizes this through a special fee on everyone’s phone bills, which I suppose is a good thing.

Couldn’t the whole state subsidize a few satellite phones and forget the cable?

Not necessarily. They could be using radio. 802.16 wireless networking with directional antennas could cover the thirty-mile gap.
