Well, in Idaho you apparently have to be
related by marriage, adoption or consanguinity within the second degree to a member of the United States armed forces who was killed in action during his military service. Proof that the relative killed in action was a member of the United States armed forces and that such relative was in fact killed in action must be furnished to the department before special Idaho killed in action plates will be issued. Acceptable proof shall be a statement from the state division of veterans services or the federal department of veterans affairs so certifying such facts. By signing a form provided by the Idaho transportation department, the applicant shall certify that the applicant is related by marriage, adoption or consanguinity within the second degree to the military serviceman killed in action.
I assume similar restrictions apply in Mississippi. I know of no jurisdiction in which dead persons are allowed to apply for license plates, whether they were killed in action or not.
