Missouri below 36 30

This has been dealt with before in a thread on geographical oddities of the US, but I am unable to find it. What WAS the origin of that sizable chunk of land that dips below 36 30 in the southeastern corner of Missouri?

This doesn’t answer your question but it may be relevant.

The state governments of Missouri and Arkansas have recently agreed to transfer ownership of that region (known as the bootheel) back to Arkansas. The agreement came about because it would raise the average IQ of both states.

About what I would have expected. Some influential landowner wanted his lands in Missouri, not Arkansas.
