Monroe Harbor moorings

How do those little white bobbers in Monroe Harbor locate a boat? I expect they’re tethered to the bottom somehow, but how do they keep the boats from slamming into each other? Mooring + anchors?

I’m not familiar with Monroe Harbor, but if the moorings there are like those elsewhere, they are certainly tethered securely to the bottom - they’ll have chains or strong ropes/cables attached to anchors, very heavy weights, or perhaps to metal rods driven into a rocky bottom.

They keep boats from colliding by being located far enough apart. When you make fast to a mooring you’re supposed to use a short rope or chain so you can’t drift down on your neighbors. This is simplified by the fact that the wind/tide/current tends to affect boast in a similar way.
