Well, we had a burn ban due to low rainfall, and, surprise of all surprises, my neighbors actually seemed to follow it. The question though is whether they knew about the burn ban far enough ahead of time to not buy fireworks. My sister doesn’t think so–she was even saying that the best way to enforce the ban would have been not to allow sales of fireworks. I told her they were holding out hope for rainfall before the Fourth.
