It’s Bill Clinton. You have to consider the source and look at what he actually said:

He didn’t say he smoked marijuana. He said he experimented with it.
So I believe he was telling the truth when he said he didn’t inhale.

The J.Q. Adams/Jackson campaigns were among the most brutal and dirtiest in history.

The Adams supporters got back by calling Jackson a bigamist (his wife wasn’t properly divorced when he married her).

If your definition of lie and hyperbole is as synonyms as number 2 would suggest then I’m guessing a certain bit about lowering the sea levels comes to mind.
I believe he was lying, or at least telling people what they wanted to hear knowing he might not deliver it.
Of all the things you can call that man, stupid is not one of them.
Wasn’t this one true? I don’t think he added any new taxes. Now, increasing already-existing taxes, that’s another matter entirely.
