The closest I have been able to find is UNSC Resolution 344, a pious resolution expressing hope for peace in the Middle East. It was passed on 15 December 1973 with four permanent members (the US, UK, USSR, and France) abstaining, and one (China) not participating. The affirmative vote was carried entirely by the non-permanent members.
