Daystrom was also crazy, remember; his idealism and ego were his ruin, but he wasn’t evil.
I can’t remember if they tried to get the actress back for TWOK, or not-wasn’t there a short snippet of dialogue in the film where Khan talked about her dying during one of the ion storms or something?
Heck, can anyone explain why Khan’s crew in Trek 2 looked like a bunch of California surfers / Road Warrior gang members (i.e. all white and punked out) when the original episode made a point about what an ethnically and racially diverse group they were?

I always thought that Alixus from the DS9 episode “Paradise” was particularly vile; She strands her the colonists deliberately, allows some to die to prove her theories, enacts corporal punishment, and is in general very manipulative and ruthless.
