It appears to be temporary footage that was never taken past the initial stage. Looks like you can mark that as the exact point where they ran out of money, and just said “fuck it, we’ll have to use this”.

I noticed this one in Groundhog Day, which I watched over the weekend after DVR’ing it on Groundhog Day. It’s the scene where Bill Murray is driving the Cadillac with the two drunk guys from the bar. After he knocks over a mailbox, a police car starts chasing him. He then drives onto the train tracks, with the police car still following him. Then there is an oncoming train, which he barely misses colliding with as he swerves off the tracks at the last second… but hey, what happened to the police car?
