Movie where children were maimed as punishment?

WARNING: grim details.

I saw this at least 20 years ago. My wife watches Asian language films and it is possible it was one of those. In the film young children are in a orphanage or otherwise captured. They have strict rules to follow and are severely punished for breaking them. In the scene I recall several children are lined up and their bad deeds listed and then they are maimed. One who overhead some conversation was deafened by an overseer who clapped his hands as hard as he could against both ears. Another who saw something she shouldn’t have was given binoculars to look through and darts pierced her eyes. I think the protagonist had her tongue cut out for too much talking and laughing.

I have no desire to watch it again but just wondered what the heck it was?

I watch a lot of Asian action movies, too, and I’ve noticed that three is more violence allowed on screen that include children than you would otherwise see in a western movie. In the movie, “The Night Comes for Us”, the one child who is a main character is saved, but she undergoes gruesome psychological suffering in the process. Her entire family and everyone she ever loved was killed, and the ending had her escaping with an assassin to a place very far from what she knew as home.

The hot lead scene in Slumdog Millionaire still gives me shudders.

My guess is that it was a Japanese movie, simply because they were obviously doing a three monkeys.
