This may not apply directly to the situation the OP is in, but, you know, fighting ignorance and such.

It’s not hard to keep malcontents off a board without resorting to keeping the whole thing private. There are many settings, restrictions, and safeguards to keep unwanted folks off the boards, or at minimum, reduce the amount of annoyance they will be. Have your brother learn the ins and outs of the software they plan on using and he’ll be fine. If he wants suggestions, I’m sure the members here can provide them.
For that matter, the staff here might be able to provide a few pointers for vBulletin.
Again, thanks for all the useful advice. I think my brother is keeping up with this thread on his own, so he should be able to figure out how to apply this to his situation.
