Well, mine personally are not lethal. That’s just hypothetical. I’ve heard at various times that boxers and martial arts experts had to register their hand as deadly weapons. What government agency handles (or handled) the registration of the deadly hand?
This is an urban legend. I have a black belt, and have lived in several different states.
I have never registered my hands anywhere.

I remember many years ago at a lawn party a woman bragging about how her son had just received his black belt (he really had) and that she had to go down to the police station the day before and have his hands printed so they could register them as lethal weapons. “That’s strange.” I said. “I was the duty officer yesterday and don’t remember doing that.” The “caught in a lie” look on her face was priceless!
No jurisdiction that I know of requires black belts or the like to register their hands as weapons.
But I wouldn’t put it past California to try it!
Well, at the post office yesterday I saw several posters telling all males 18-25 to register their hands with the government.

No but my hands are phohibited from entering states which have states banning dildoes and other instruments for pleasuring women. Not to mention my tongue.

Of course you don’t have to register your hands as a deadly weapon, the U.S. Constitution says we have to right to bare arms.

Yes. But currently I only work part-time for an agency in Milwaukee County. At the time of that conversation I was working full time for a small department up in Washington county.

Oh, I was just curious, I have a friend (well future brother in law) that’s a Milwaukee Sheriff (and Cudahy Firefighter) as well as an uncle that’s in crime prevention (/DARE Officer) for Glendale and another friend that’s a Glendale Detective.
