Umm… That’s a little bit different (actually A VERY GREAT DEAL different). The town and the annexed area are presumably in the same state and certainly in the same country. I think it’s reasonable to assume that the state that these locations are in was in agreement with the annexation. In the case of “annexing” Mexico you are talking one country taking over another. Yes, “invade” would be the accurate term for it.
How about we all learn Esperanto instead? That’d be much easier than implementing 2 and 3.
