I’ve seen several parodies of this song at the beginning of this cartoon. Does anybody know the name of the original song?

It sounds like a variation of “Twinkle, twinkle little star” to me. According to wikipedia the original is a French tune, “Ah! vous dirai-je, Maman”, later arranged by Mozart .
They seem to have blended the bridge from Der Fuehrer’s Face into the “Twinkle Twinkle” variation.
