If possible, you might want to postpone building a computer until Windows7 is released (October?), along with DX11 videocards, but keep in mind that something new is always going to be around the corner.
I don’t know that I’d let that stop me. From what I understand, owners of OEM-licensed copies of Vista will be eligible for free upgrades to Windows 7. It may only to apply to copies of Vista purchased after a certain date, though.

I worded that poorly. Last I heard, ATI is supposed to be releasing their new line of DX11 videocards alongside the release of Win7.
