I know someone else will come along, but my atrocious German tells me they’re asking you to come to Braunschweig in person or to the nearest German consulate.
The owner of the above mentioned vehicle, Mr XXXXXX, was de-registered in Braunschweig in 2005 with an unknown address (In Germany you have to register with a city council - this person was registered as leaving Braunschweig but didn’t leave a new address).
We assume that he returned to Greece with his vehicle and it is therefore that we can not issue a new address. An international searchwarrant was posted in Braunschweig for lack of insurance (filed in 2006) and that’s why both registration numbers/license plates are listed as ‘wanted’. We are therefore asking you to send both registration numbers/license plates to Braunschweig.
If the costs of sending are too high for you, we can arrange for you to drop them off at a German Consulate.

The owner of the above vehicle, Mr. XXXXX, was registered as a resident of Braunschweig (Bunswick) but the registration [referring to the owner’s registration at city hall, not his vehicle’s registration at the DMV] was officially deleted in 2005 as having moved to an unknown address.
It was supposed that he had returned with the vehicle to Greece, so I cannot give you a new address for him.
As an international wanted notice had been issued for lack of insurance (settled/cleared/cancelled in 2006), a wanted notice had been issued for both registrations plates. Because of this, I would like you to send the number plates to us in Braunschweig (Brunswick).
If this proves to be too expensive for you, you can also hand in the plates at a German consulate.
