Bitter Apple spray or citronella oil spray are supposed to repel cats.

From the local SPCA’s website:

Should work for cats too.

I’ll second the “humane trap” idea. There’s no reason you should have to work extra-hard for irresponsible pet owners (my particular city code prohibits cats “at large”). If you have to put out any type of repellents, you’re going to be doing this forever.

If you have a trap and take the animals to your local animal control or equivilent, one of two things could happen: (1) the cat has tags, the owner will be called, and the owner will have to pay fines, room, and board. The owner will think twice about letting his damn cats get at your garden. (2) the irresponsibile owner was also irresponsible enough not to register his pet. Someone else will adopt the cat or it will be destroyed.

In both cases, you’ve eliminated the problem, which is that cat. Okay, the problem is the cat owner; the cat is innocent and only doing what’s natural, and it’s the owner’s fault. I’ll concede that. But it’s illegal to trap owners and animal control won’t accept them.
