A unit has to be broken down to Attack/Defense/Movement and choices from a list of special abilities used by units in the game - bombardment, the ability to attack more than once, the ability to treat all terrain as roads, whether it’s an air unit, sea unit, or land unit…no way of making a unit that steals population, or changes affiliation of a city without killing all it’s defenders, etc. Basically you can give it any numerical value as far as attack, defense, movement, and bombard ability, and give it any special ability that is available to the existing historical units.>>
That reminds me of what I meant to ask…Does Civ III still use the “fuel” (Used for determining how long a bomber could stay in the air) modifier, and the modifier for Helicopters (Slowly receiving “damage” for every turn it’s in the field, but repaired as soon as it takes a turn in a base) used in Civ II? If so, the “fuel” modifier might be useful for, say, naval vessels
(Early U-Boat, perhaps?), or what have you.
And, as I remember, Civ II had varying degrees of “Stealth” for units, like “01” for most units, “02” for caravans and diplomatic units, “03” for Submarines, etc. This might be useful for other units, with a little imagination.

Aztecs: The Flying Serpent. An Industrial-Age ICBM. I know Civ II has cruise missiles, so this would be an extension of that concept. But whenever a flying serpent hits a city, it would be counted as a sacrifice to the gods and would raise morale a certain amount.
Chinese: Dragon Soldiers. Shock troops (high mobility, low armor) with flamethrowers. Insanely effective against infantry, very effective against things with engines, such as trains.
I know you didn’t ask for ideas for new wonders/improvements, but how about making … The Difference Engine. It could increase the production of light bulbs a certain amount across the continent. And having more light bulbs to pursue the creation of that next neato advance (that opens up all of those ingenious little killing machines :D) is nothing to sneeze at.
I did have that game in mind, actually. I think there were some steampunk-type animes that Ring of Red borrowed from though.
Some more unit ideas:
Greek: Greek fire. Make it equivalent to a cruise missile (or a nuke!) and make another unit capable of launching it.
Aztec: War priests. They channel the power of Huizopochitl (Left-Handed Hummingbird, a war god) to smite their foes. Basically an infantry unit with bombard, possibly with “radar” to see over hills and mountains.
