There are essentially three ways the “electronic voice” effect is done, vocoders are used in most of the tracks mentioned. The talk box was used mainly to make guitars talk, notably by Peter Frampton. Finally, recently, Cher and most notably T-Pain use a pitch-correcting software called Auto-Tune, but intentionally set parameters to get an unnatural effect.

The genre is called, “Acid House”. Now go to town.

Great booty club track. Back when I was throwing parties, my partner would play this one all the time.

There is also a midi controlled vocoding program, but I forget the name. It is used to make a text to speech program actually sing. The best use I know of it is Apoptygma Berzerk - Kathy’s Song, but it’s not like a dance track.
