I think policy is to disband the farthest unit from a home center. I’m not sure how to handle cases where there are more than one unit with the same distance though.
Fleets go before Armies.
If the equidistant units are the same type then it’s in alphabetical order based up the province names.
FYI, I got a little lazy on the webpage, but it’s been updated and caught up. Feel free to enjoy the rainbow melange of this map in all its htmledness.

OK, allow me to steal the spotlight away from Mini-Me for a moment. The SDMB Newbie game “-GRY” has lost 2 players this past turn. We’re sitting in the Summer of 1907 and France and Russia are nations adrift. Feel free to check out the map here.
As you can see, we’ve had two players fall to the normal stabbiness, and France and Russia are both fairly well positioned. At the very least there’s no imminent deaths in either case. As most of you probably know, the game was started as a foray for only rookie players, but with 6 full years of seasoning I see no reason to exclude anyone from stepping in now. I’d very much like to see the game finish its course, especially considering that this is most players first experience.
