So on the way to our vacation in New Hampshire, we encountered several construction zones in VT and NH. In every case, there would be stretches of pavement that had been ripped out and they were regrading and stuff, and in between, equally long stretches where the road was left intact.
I don’t get it. If you’re going to redo the road, why not just rip the whole damn thing out?
Were they only replacing the parts that needed replacing? If so, wouldn’t the in-between parts need replacing in a year or so anyway? Why not do it all at once?
The best theory we could come up with was that the DOT, given their limited budget, wanted to stretch out the annoyance over as many miles as possible.
I have not encountered this method of road maintainance anywhere else, as far as I can recall.
