New legal system - would this work?

Prompted by this Pit posting:

What if we had a legal system in which felons get off scot free if they supply evidence leading to a conviction for a crime at least a little bit worse than their own? How far up the chain of badness till we get to the Big Boss? Obviously Joe Crim would need to supply unique evidence crucial to the conviction - and no fair starting a syndicate where all the felons grass up the same guy.

Ideally the cops would merely have to set speed traps around ‘bad’ neighborhoods and the whole criminal hierarchy comes crashing down like a house of cards

The beauty of the system is that once all the top dogs are put away, those who got away with it will be mopped up by the lesser baddies and there will be nobody left to pass the buck to.

Obviously my tongue is firmly in my cheek - just in case anybody is confused as to why this is not in GD

To a certain extent this happens already, with lesser criminals being given immunity or lesser sentences in return for testimony against the bigger guys.

One trouble is the bigger guys often control larger groups, including enforcers, who might take revenge against those who cooperate with police and prosecutors.

Well, the last guy would kinda get it in the shorts, then.

Because 90% of the crimes out there are not committed by organized criminals?

Besides, that’s not a legal system. It’s a strategy for arresting and convicting organized criminals and is already practiced.
