Sounds like a spammer to me, who hasn’t made a post yet. They should be nuked from orbit.
A lot of them never post, they just want their profile to be available to passing search engine bots or any posters who stumble on their profile.

Step 1: Offer them the opportunity to pay for membership so they can post in Marketplace.
Step 2: Wait patiently until they spam some other forum
Step 3: PROFIT!
Change their email to your email, reset their password and log in as them. When you’re done, change their email address back to theirs (in case it is a legit account) and log out. If they ever want to use it again, they’ll reset their password when they can’t get in.

One of the moderators knows how to do this, as sometimes the “biography” bit of the profile for banned spammers is changed to something that says “I am a spammer.”
BTW, if you look at the profile pages of new accounts, you often see examples like this. But how do we report them before they’ve posted? Sometimes it’s obvious when the account is still at “Registered User”.
I’m usually the one adding the “I am a spammer” bits to their profiles. I edit the signature since that doesn’t require admin privileges. The rest of the profile requires an admin to edit.
We get several profile spammers every day. We could forward all of the links to the bad profiles to our admin and have her scrub them, but since we get so many profile spammers every day, that would be very time consuming and would probably be of little practical benefit.
When I have time, I go through all of the new users and ban the profile spammers, so I’ll get most of them eventually. If I miss one or haven’t gotten to it yet, feel free to send a PM to me, or one of the other mods, with a link to the profile in question.
This poster bumped a 2017 thread to post a vague, grammatically incorrect contentless comment. Probably a spammer getting in a few token posts before letting loose.
