New theory says no Big Bang? Paging the astrophysicists!

I’ve just read about this article on a new theory which apparently fixes the issues of Dark Matter and Dark Energy but apparently means there was no Big Bang.

The paper itself is very short, but well beyond me. A related paper.

Can someone who groks astrophysics fight my ignorance and help me understand it? I mean, if the universe has existed for ever, from where does matter come, or was Sir Fred Hoyle right in his ‘steady state’ theory when he said that matter is being continually created?
