“Big” can have connotations other than size or population. There’s the idea of the “big city” as a center of commerce, culture, and importance on the world stage. New York, as “the biggest city in the world,” could be defined as “the city with the most commerce, culture, etc.” While you could certainly argue that otehr cities are more important, now we’re getting into the stuff that’s subjective. In other words, it’s just a way of saying that New York is the best city on Earth.
No, but it’s the most important one.
Especially to New Yorkers.
Who assume it is for everyone else as well.
More importantly, why is someone from Picklefuck, England losing sleep over such matters?

Well clearly they mean big in the amount of culture it exerts. If any foreign city were even remotely close to it on the map the city would overthrow its leadership and join with America. As it stands in about 20 turns it may cause a cultural victory for the Americans.
If New York was as great as everyone said it was, it would be in Texas.

I was born and raised in New York City, and while I’ve heard the Big Apple referred to as “the greatest city in the world” (a matter of opinion, obviously), I NEVER heard anyone say it was the biggest.
When I was a kid, the nuns told us in geography class that Tokyo was the world’s most populous city. Over time, it’s been surpassed. Demographers have a hell of a task, of course, in determining just how many people there are in various cities, especially in the Third World (estimates I’ve seen regarding the populations of Cairo and Rio de Janeiro have varied by MILLIONS of people).
But no serious person, in or out of New York, thinks New York is the biggest city in the world. Relax!
