Well, it was kind of a bizarre situation.

The NHL had only six teams until 1967. Then they added six more all at the same time - and to ensure some of them got to see the playoffs, they put all of them in one division, and all the original teams in their own division.

Montreal was clearly AT WORST the fifth best team in the league, but four inferior teams from the expansion division all went to the playoffs and the Habs didn’t.
