I got a $4 winner - there must be thousands of them - so I thought, what the heck, roll it over into two quickpicks for the next drawing. But if I get nothing from that I’m done for the next 4-8 months.

No. The minimum numbers you can match without the PowerBall is 3. That’ll give you $7.
Ooh, you have specific numbers you play regularly? That’s probably part of my initial confusion; I use quick pick much more often than not, so I thought there wouldn’t be a way to skip a drawing and know for certain that you would’ve lost. Duh.
No, I just usually stop at the nearby convenience store to get tickets. Since there are no helicopters hovering over that store I presume they did not sell a big winner. Therefore, I won the $20 I did not bet.
