Eno’s Music for Airports is one of the best still. Bang on Can’s version is amazing as well.
The Shutov Assembly and On Land too.

But nothing masks a sudden barking dog.

Thanks for all the suggestions. And this monster of a dog is impossible to completely mask. But the plywood cut to measure in the window frame has very noticeably reduced the volume. I may have to just move out in the summer if nothing changes.

Does the neighbor own the place, or it a rental? Complaining to the owner of a property has worked for me before. Especially effective when you call at 3 am when the noise is occurring.
