Would it be possible for a non-Canadian to participate in a Canadian health plan? Let’s say for or administered by Manitoba.
More precisely; could I, as a US citizen, independently pay to belong to a Canadian plan while I also pay for some very high deductible plan for emergencies that may happen here in the US?
What’s a fairly typical health plan cost to Manitobans’ for their health coverage?

Do not want a debate here. It is just a question regarding if it would be possible and if so, about what would it cost.
More specifically, hereis the eligibility criteria for Manitoba. Since each province has its own plan, you’d have to check them all out to see what the differences are, but most are rather similar.
It’s a bit of an odd question. You don’t join a health plan. You have a health plan based on being a citizen/resident alien/etc. If, in addition, you want to purchase medical coverage from various insurance groups (Sunlife, Co-operators etc.) then you can.
And since you don’t join a provincial plan, you don’t pay directly for it. It tends to get funded both federally and provincially.
