Has any president gone through more cabinet members than Trump. I realize that there are more departments now than Washington had so maybe in % of seats that have changed instead of the raw number.
All of them, probably. Trump has only fired one cabinet secretary. (And that guy isn’t even all-the-way fired yet.)
He’s asking about changes, not just firings. There have been others besides Tillerson. While it’s correct that most presidents have gone through more changes in their cabinets over time, no other recent president has gone through so many so early in his first term. There have been five in less than 14 months, if Tillerson and Pompeo are included. Pompeo, who will replace Tillerson, was the Director of the CIA, which is also considered a cabinet level position.
Tom Price resigned as Secretary of Health and Human Services due to a scandal over use of a private jet. He was replaced by Alex Azar.
John Kelly resigned as Secretary of Homeland Security to take over as White House Chief of Staff, and was replaced by Kirstjen Nielsen.
Reince Priebus resigned as White House Chief of Staff, which is considered a Cabinet position, and was replaced by Kelly.
Kelly and Pompeo moved (or will move) from one cabinet position to another, so perhaps it might be argued they should not count.
