Actually, it doesn’t completely wash…example, SC is a Republican state. In fact, if you look at the results, the belt mentioned are in all Republican states.

What, exactly, “doesn’t wash”? The article is about a series of Democratic-voting districts in Republican states.

Considering, in the one I looked up, SC…out of 46 counties, 38 of them are primarily black with two of those having the largest cities in the state and yet in SC, the vote in some of those counties, the vote was not democratic but republican. An example, Horry County voted Republican yet is listed in that belt mentioned.
