Will she be penalized for not having insurance?

The penalty only applies if the insurance is deemed affordable. there is a formula that applies.

Additionally there are a variety of exemptions. If one of those apply then she may not be hit with the penalty.

The page I linked to has that info, including exemptions. You’re right that the insurance has to be “affordable”.
