No idea why the Tet would need human repairmen, but as for the ‘shortage’ of drone parts- IMO this was a lie that the Tet tells to all the Jack/Victoria teams. The Tet keeps a drone at each station, apparently awaiting spare parts but really fully active, ready to deal with any team members that realise the true nature of themselves or their mission.
