…I don’t get it. Doesn’t this suggest that candy somehow “breaks the ice,” albeit slower than liquor does? Wouldn’t replacing the candy line with “wine is fine” be an obvious improvement?

I think you’re taking this too seriously. Nash is just saying that the quickest route to the bedroom is to get her drunk.
He might be wrong but it’s just a little rhyme and not intended as legitimate advice.
FTR, sometime in the late 60s (I think) he updated it:
Candy
Is dandy
But liquor
Is quicker.
Pot
Is not.
Other than what’s already been said, think of it this way.
You can either woo a woman by giving her chocolates, and flowers, and have many dates where you continue to give her presents…
Or you can get her drunk.
Also: Wikiquotes dates the couplet to 1931, long before wine drinking was widely popular in this country.
