They are the two sticks. You push them directly in instead of moving them around. This is in the owner’s manual…
Press down the left and right analog sticks.

Basically you have to press the analog sticks into the controller, it’s kinda tricky if you’re new at it, because the stick has to be centered for it to work, at least it my expereinces it has to. Might I ask what game you are playing that actually uses the L3 and R3 buttons? The only ones I can think of are GTA 3 and GTA: Vice City, where they are used for starting missions and turning on the cop car’s sirens.
GTA:VC and Red Faction 3.
don’t push the sticks down, per se, push them IN.
act like you are going to push them through the controller.
does anyone remember if the older, first version PS analog controllers had this ability? maybe he is using older analog pads from a PS instead of the PS2

Yeah, they do. I’ve got an old analog PS controller from before they went Dual-Shock, and it worked with both Ape Escape and Chrono Cross (Ape Escape being the platformer that used every possible button on the controller and Chrono Cross having the nice feature of being able to press down the L3 button in battles and have it work like the X button, so that you could battle one-handed.)
