IIRC, California law prohibits felons – or at lease felons who were convicted of certain crimes – from owning body armor; for the reason Tuckerfan mentioned.

Sounds like a decent idea on the surface, but why shouldn’t they be able to protect themselves? A felon who’s found his inner spirit, changed his ways, etc. can’t wear some armor if he’s afraid his old gangbanger buddies are going to pop him one for abandoning them? Or what, are the cops afraid they won’t be able to kill them? There are plenty of simple ways for police to contain people without resorting to violence. Tasers, for example, which if I understand them correctly don’t give a rat’s ass what kind of armor you’re wearing.
Actually, they do, and you’ve got to be close enough to be able to use them. Kind of iffy, if you’ve got a situation where the guy you’re trying to tase is a good distance away from you, and firing real bullets at you.
ODB, probably could have gone before the courts and gotten some kind of waiver, since he could make the argument that he was a celebrity, and thus at a high risk of being shot.
