Once again - name that movie!

The movie in question is a late 90s/early 00s flick (I think made BEFORE 9/11, but released in the states AFTER it occurred), from an eastern European country. It’s a very arty type movie, shifting around between a wide array of characters, rather than following any particular central characters - an “Altman-esque” flick.

The basic premise is that a major catastrophe has occurred in a metropolitan area . We never learn exactly what happened, but it was major enough to completely shut down the city (perhaps permanently). Almost everyone in the film is desperately trying to get out of the city, but it seems virtually impossible. Several characters have resigned themselves to sticking it out, but that is implied to be a death sentence. Sticking around means death, but flight is extremely difficult, if not impossible. Ghosts of recently dead characters walk around & interact with still-living characters, which is considered to be no big deal.

Does this ring a bell with anybody?

I thought you were talking about 28 Days Later but the ghosts talking to the living and not being a big deal sort of blows that.

No, definitely not 28 Days. This is a non-english language flick (w/ english subtitles, natch’). I want to say it’s from the Czech republic, but can’t be sure.

Songs from the Second Floor, maybe? It was a Swedish film released in 2000.

That’s it! So it’s Swedish. That’s why I couldn’t find it. For some reason I thought it was more Eastern European, like from a former Soviet occupied country - perhaps because it has the desolate, despondant feel to it. Thanks, Judith.
