It’s interesting when mutual English-speakers come up against a language barrier, isn’t it? 
If someone here was referred to as a Drug Baron, Czar or Lord, he’s definitely on the criminal side. I can’t actually think what someone on the Stopping Drugs side of things would be called, come to think of it. Anti-Drugs Czar is unwieldy. I guess they’d just say he was in charge of stamping out drug abuse and leave it at that.
But the media definitely wouldn’t call him a Drug Czar unless he was a major player in the distribution of drugs.
