Origin of "Can't Stop, Won't Stop"?

I first remember seeing this phrase as the title to an excerpt from the book “Animal,” the memoir of an L.A. gangbanger. Is this from a song I should be familiar with?

I would guess it is a play on “Can’t Pay? Won’t Pay!”, the English title of the famed 1974 play by Nobel Prize winning Italian anarchist playwright Dario Fo.
