There wasn’t one.

My understanding is that the test craft were going to be numbered with 99 on down, and the spaceworthy vehicles were going to have 101 and up. the Enterprise and Challenger were built to be test vehicles. The Enterprise was planned to be made spaceworthy, but they ended up refitting the Challenger instead, so the numbers are a little off. The Challenger was originally STA-099.
