In the US, mens’ clothing is moving toward the same vanity sizing that womens’ clothing is afflicted with. So, two measurements may not wholly define your pants experience.
Go to a store that stocks a variety of pants, preferably with a dedicated department for such. Absolutely one that has a changing room to try pants on. They should have varieties such as “loose fit” or “classic fit”, and may also have the mentioned “short” or “low rise”. There’s also “straight leg” and “tapered leg” and many many more varieties than you’ll be interested in knowing about.
“Loose fit” is still fairly popular among the younger set these days (although waning, thank Og). You may have picked up a pair of those; try asking for “classic fit”.
If you can not find any that fit, and you do not wish to change your shape to fit what is available, then have a tailor make your pants. It’s not that expensive when compared against good dress pants prices, although it is more expensive when compared against jeans. One of the advantages of using a tailor is that if you can leave extra material by the seams so that you can let the pants out shoud you need to in the future, rather than go out any purchase new pants again.

I’m not sure where you live, but you could check with department stores or if you have any male friends that are under 5’8", ask them where they get their pants. Here’s an online source. I’m sure there are others out there.
