What would be the likelyhood of surviving? What strategy, if any, can the paratrooper use?
You’d probably live but I wouldn’t try it. I used to skydive and we would stop jumping if the ground winds were gusting over 15mph. Keep in mind that this is with modern ram-air canopies that have good penetration into the wind, not the round canopies that you see in mass airdrops.
Let’s say that the vertical descent rate of a round canopy with soldier+gear is the equivalent of hopping off the roof of a van (having landed a round once I’d say that’s in the ballpark). Rough but no problem if you’re ready for it. Now suppose you’ve got high ground winds in a storm - the situation is more like jumping off the roof of a van that’s moving 30+ mph. Even on soft sand I wouldn’t want to do it - to much of a risk of a break or strain. Keep in mind that deserts aren’t all going to be full of nice soft sand (you’ll get hard soil surfaces, rocks, etc) and this is a dangerous thing to do.
After you are down, ground winds will inflate your canopy and you will go for a high-speed ride across the landscape until you somehow collapse or cutaway the canopy (I don’t think that military gear has the same sort of quickrelease that sport gear does, probably still uses Capewells or something). This is uncomfortable at best (we called it “dirt surfing”) and I’ve seen shoes, helmet cameras and other things that you’d think are firmly fastened in place come flying off.
To minimize risk - helmet, good boots, knee/elbow pads, heavy gear (and anything that can poke you) in a bag on a line below you, aim canopy upwind and have a way to immediately release your canopy on the ground.
