This is the same theory as a husband who threatens to kill his wife over the phone, the wife calls the police and finds out that not only can she not do anything about it, but she can’t even get a restraining order UNTIL he just about comes and breaks into her home or worse. Basically, I’ve had police tell me that they can’t really do anything until something has been done to the person being threatened, finally making them a victim. At which point, it’s too late. Makes no sense at all and its very sad, but my point is, that’s the way the law works.
Is your point a facetious construction of a scenario that doesn’t work at all? 'Cause if that’s your intent, I applaud your brilliance, sir. I seem to recall youse being one of them funny ones.

Geeze construction workers! haven’t you caused enough trouble going to the bathroom?
No. And not only that, we shouldn’t necessarily change policy when something bad does happen. Most of the time, it does no good anyway. Air travel since 9-11 is NOT any safer than it was prior; it’s just more inconvenient for the rest of us. If someone really wants to hijack a jetliner and fly it into a building and they are determined and resourceful enough, they’ll find a way to do it, and there’s nothing anyone can do to stop it.
